“Two vehicles were possibly either stopped on the shoulder or moving in the slow lane at the time of the collision," California Highway Patrol Sgt. J.D. Cook said. "There was a high-speed driver that had just been called in by a concerned citizen who apparently rear-ended at least one of the vehicles.”

The high-speed driver who caused the crash was arrested for DUI, officials said.
