Officials say Russ was in his 16th week of training at the academy as part of APD's Class 302 and had been deployed out in downtown Atlanta during the FIFA World Cup.
An Atlanta Police Department recruit died Tuesday morning after a motorcycle crash on Moreland Avenue near its intersection with McDonough Boulevard in southeast Atlanta. The victim, 24-year-old Moses Russ, was reportedly on his way to work at the time of the collision. Russ was in his 16th week of training at the APD Academy and had recently completed a six-week assignment supporting security operations for the FIFA World Cup, work that drew the attention of the assistant police chief overseeing those details. Before joining the Academy, Russ served in the U.S. Coast Guard and worked for the Atlanta Department of Corrections.
APD Chief Darin Schierbaum addressed the crash at an afternoon press conference, describing Russ as "the exact type of person we would want to become a police officer." Mayor Andre Dickens, Schierbaum, and other city officials spent Tuesday at Grady Memorial Hospital alongside Russ' family as they grieved his loss. Emergency responders transported Russ to Grady following the crash, though further details on the collision, including whether other vehicles were involved, have not been released. The Atlanta Police Department has not yet announced the results of any investigation into the cause of the crash.
Location and Infrastructure
Moreland Avenue is one of southeast Atlanta's busiest north-south corridors, carrying significant commuter, commercial, and cut-through traffic between I-20 and neighborhoods including Lakewood Heights, Boulevard Heights, and Chosewood Park. Its intersection with McDonough Boulevard sits in a mixed industrial and residential stretch near Boulevard Crossing Park, an area that sees regular traffic from nearby warehouses, the Atlanta Beltline's Southside Trail, and commuter routes into downtown. Like many high-volume Atlanta arterials, this segment of Moreland Avenue has multiple signalized intersections, turn lanes, and a mix of motor vehicle, cyclist, and pedestrian activity. Corridors of this type are frequently cited in city and state traffic safety data for elevated crash risk, particularly during early morning and evening commute hours when visibility and driver alertness can be diminished.
Legal Rights and Considerations
Georgia law treats motorcycle crashes under the same general negligence framework as other motor vehicle collisions, though motorcyclists face unique risk factors that can affect liability determinations. Georgia follows a modified comparative negligence rule (O.C.G.A. § 51-12-33), meaning a party found more than 50% at fault cannot recover damages, while lesser fault reduces recovery proportionally. Because Georgia is an at-fault insurance state, the driver or party determined responsible is generally liable for resulting damages, which may include medical expenses, lost wages, funeral and burial costs, and pain and suffering. In cases involving a fatality, Georgia's wrongful death statute allows a surviving spouse, children, or the deceased's estate to pursue a claim. Generally, Georgia imposes a two-year statute of limitations (O.C.G.A. § 9-3-33) for personal injury and wrongful death claims, though exceptions can apply.
