Indiana State Police Investigate Pedestrian Hit by Vehicle in Kokomo

Police say alcohol and drugs are not believed to be factors, but toxicology results are pending.

A 21-year-old Kokomo man died after being struck by a car while riding an electric scooter on Sycamore Street near 17th Street in Kokomo, Indiana, early Friday morning. An Indiana State Police Trooper on routine patrol discovered the crash scene around 5:30 a.m. According to investigators, 21-year-old Tracy Turner of Kokomo was driving eastbound on Sycamore Street when her vehicle struck Brisjonta Richmond, also 21 and of Kokomo, who was riding an electric scooter. Police noted that Richmond was wearing dark, non-reflective clothing at the time of the crash, and that the scooter he was operating was not street-legal and lacked proper lighting. Emergency responders arrived and performed life-saving measures at the scene before Richmond was airlifted to a hospital with life-threatening injuries. He later died from his injuries. Turner was not physically injured in the crash. Investigators say alcohol and drug use are not currently believed to be contributing factors, though toxicology results remain pending. The Indiana State Police continue to investigate the circumstances surrounding the collision.

Location and Infrastructure

Sycamore Street is a residential and commercial corridor on Kokomo's east side, intersecting with numbered cross streets including 17th Street. Like many secondary roads in Kokomo, this stretch of Sycamore Street carries a mix of local traffic and commuters, with reduced visibility during pre-dawn hours common to early morning crashes. The area's infrastructure was not designed with dedicated lanes or crossings for micromobility devices such as electric scooters, which increasingly share roadways with motor vehicles in Indiana communities. Low ambient lighting, combined with a scooter lacking proper illumination and a rider in dark clothing, likely reduced driver reaction time in this case. Kokomo, the seat of Howard County, has seen a rise in incidents involving electric scooters and other alternative transportation devices, prompting ongoing community discussion about roadway design, lighting, and enforcement of equipment requirements for such devices.

Legal Rights and Considerations

Under Indiana law, motorized scooters are generally required to meet specific equipment standards, including lighting, to legally operate on public roadways; failure to meet these standards may be a relevant factor in determining liability. Indiana follows a modified comparative fault system, meaning fault may be allocated among multiple parties, and any recovery could be reduced or barred if a party is found more than 50% at fault. Families of victims in fatal traffic collisions may pursue claims under Indiana's wrongful death statute, which allows for recovery of damages such as medical expenses, funeral and burial costs, lost financial support, and loss of companionship. Indiana law generally imposes a two-year statute of limitations for filing personal injury and wrongful death claims. Insurance considerations may involve the at-fault driver's liability coverage and, potentially, uninsured/underinsured motorist provisions.
