Location and Infrastructure
Owings Mills is an unincorporated community in northwestern Baltimore County. It sits along the Interstate 795 corridor between the city of Baltimore and Reisterstown. Red Run Boulevard is a key connector through the area's commercial, office, and residential districts, linking neighborhoods with businesses, shopping areas, and routes toward I-795. The area around Red Run Boulevard and Meadows Road carries a mix of local and commuter traffic. Shorter fall days mean more driving after dark, when visibility is reduced. Roadways with opposing lanes of travel and intersections that serve turning vehicles carry well-known risks for head-on and angle collisions. Drivers in Owings Mills are encouraged to obey posted speed limits, traffic signals, and lane markings, avoid distractions, and take extra care at night. Authorities have not said whether road conditions contributed to this crash.
Legal Rights and Considerations
Maryland's traffic laws are found mainly in the Transportation Article of the Maryland Code. It governs right-of-way, lane use, speed, and a driver's duties after a collision. Maryland follows the doctrine of contributory negligence, with limited exceptions. Under that rule, a party found even partially at fault may be barred from recovering damages. Maryland drivers must carry minimum liability coverage of $30,000 per person and $60,000 per accident for bodily injury, plus $15,000 for property damage. They must also carry uninsured motorist coverage and personal injury protection (PIP), unless PIP is waived. Personal injury claims generally must be filed within three years under Maryland's statute of limitations. Wrongful death actions generally must be filed within three years of the death. Compensation that may be available includes medical expenses, lost wages, property damage, funeral and burial costs, loss of companionship, and pain and suffering. Every case depends on its own facts, and this information is not legal advice.
