The North Texas Crime Stoppers is offering up to $5,000 for information that leads to the arrest and indictment of the driver.

A devastating multi-vehicle collision on the Dallas North Tollway in Plano, Texas, claimed the life of a Dallas resident during the Tuesday morning commute on the busy thoroughfare. The fatal incident occurred around 6:30 a.m. in the northbound lanes near Spring Creek Parkway, when Texas Department of Public Safety investigators believe an 18-wheeler driver made an unsafe lane change, striking a Honda Civic. The impact sent the Civic crashing into a concrete barrier wall, causing the vehicle to overturn. Following the initial collision, two additional vehicles struck the disabled Civic as it lay in the roadway. The driver of the Honda Civic, identified as 47-year-old Juan Quiroz of Dallas, tragically died at the scene. In a disturbing turn of events, the driver of the commercial 18-wheeler fled the scene without stopping to render aid or report the crash. State troopers with the Texas Department of Public Safety have launched a comprehensive investigation into this hit-and-run fatality, working to identify and locate the truck driver responsible for the deadly collision.

Location and Infrastructure

The Dallas North Tollway is a major controlled-access toll road that serves as a critical commuter corridor connecting Plano and surrounding North Texas communities to downtown Dallas. The crash site near Spring Creek Parkway sits in one of Plano's busiest commercial and residential areas, where the tollway experiences heavy morning rush-hour traffic as thousands of commuters travel southbound toward Dallas. This section of the tollway features concrete barrier walls that separate traffic lanes and provide limited breakdown areas. Spring Creek Parkway represents a major east-west arterial intersection where significant traffic volume merges onto and exits from the tollway. The area is known for congested conditions during peak commuting hours, and the combination of commercial truck traffic, high speeds, and dense passenger vehicle volume creates challenging driving conditions that demand constant attention from motorists.

Legal Rights and Considerations

Under Texas Transportation Code, leaving the scene of an accident involving death constitutes a second-degree felony, punishable by 2 to 20 years in prison. The family of Mr. Quiroz may be entitled to pursue wrongful death claims against the truck driver and potentially the trucking company that employed them, seeking compensation for funeral expenses, loss of financial support, loss of companionship, and mental anguish. Texas law requires commercial truck drivers to maintain significantly higher insurance coverage minimums than passenger vehicles, and trucking companies can be held liable for their drivers' negligent actions under respondeat superior doctrine. Wrongful death claims in Texas must generally be filed within two years from the date of death. Families may also pursue claims through their own uninsured/underinsured motorist coverage when hit-and-run drivers cannot be located. The Federal Motor Carrier Safety Regulations impose strict duties on commercial drivers involved in accidents, and violation of these federal requirements can strengthen civil liability claims.
